In Washington State would the exotic pet laws be overturned if the city doesn’t have a law against the pet?

I was just wondering because In Bellingham I checked the laws of the city and they only restrict a few exotic pets
Bellingham � No person shall possess within city limits a lion, tiger, bear, gorilla, lynx, cougar, jaguar, coyote, or venomous snake, or any other native species to Washington.
Would their be any loop holes around the state law?
The state also has a law about exotic pets and states that no person may possess or breed a potentially dangerous animal after July, 2007. A potentially dangerous animal includes but not limited to Large cats, wolves, bears, hyenas, non-human primates, elephants, alligators, crocodiles, water monitors, crocodile monitors; and various species of venomous snakes. The city’s law is irrelevant if the animal is potentially dangerous.
