A pet duck at home as a pet, is it against the law?

In honesty, even a miniature horse is classified as a pet if it’s not kept for food or breeding purposes. I don’t think you’ll run into a lot of problems with keeping a duck.

In fact, Looking for San Antonio laws on exotic pets, I ran across a site that convinces me that a duck will be welcomed, in contrast to the wild cats, kangaroos, and monkeys that have been on the market as "Pets"…

The loophole around livestock as pets is that you have to let the pet into the house as you would other pets. Even a pig can be considered a pet if it is kept clean and runs about the house as would a dog. There are many people in the San Antonio area with pet pigs, ducks and maybe a goat or two. The small pot belly pig was a popular pet for a long while. Really though, the bottom line is this: IF your neighbors are cool with it you won’t have any problem but if someone calls to complain then you will have to deal with the authorities.
