I was thinking of buying a horse sometime and I was thinking are horses legal to have if you live in a city.

You have to ask the city council. In some little cities as New york which are crowded. You can not but big cities as georgia, texas, and places like that u can, the other thing you need to have the right amount of acres of 3-4 acres of land to meet animal requirements.

It depends. Large city ban livestock except for parades and under special permits for business. However some cities do permit livestock go through the city or be on the outskirts within city limits so long as they are zoned A/RR/C1/C2 (depends on your intention, you will probably need to be A1/RR) etc. and follow law for minimum requirements. A city close to me does allow horses to live in the city so long as it is no greater than 1 horse per acre with legal shelter requirements and fencing and proper disposal of waste. There are also plenty of boarding places just outside most cities for convenient use.
